If you do not fill out the tax form, maximum tax will be withheld by Adobe. Also payout will not be granted except there is a valid filled out tax form on your account.

https://www.irs.gov/pub/irs-pdf/fw8bene.pdf  (W-8BEN-8 form) is the form you should fill out. If you tell us what part/parts of the form you do not understand, we can assist you.

If you access the form from your account portal, it should come with instructions.
