It didn't pass because the picture does not have the quality required. The moderator didn't even look into the keywords.

The histogram shows you a highly underexposed image:

You see that most of the highlights (right of the histogram) and all the whites (far right) are missing.

This gives your picture that flat, contrast missing look.

Nice photo but, for stock the shadows are underexposed.
