There is another point to also consider, besides technical issues/quality. What are you showing? What is this picture of? How can this be used commercially?
You have to ask questions like this. You want people to buy your images. Why would this sell?
You should always tell us the refusal reason. My guess is technical issues.
The histogram reveals that the photo is underexposed:
The whites are missing.
I also think that the horizon is leaning to the right (rotate counter clock).
I suppose that you have model releases for the man and the child. If not, they need absolutely to agree that their picture is used.
The logos on the clothing are not distinguishable, so that's OK. But best would have been to make the two people the main subject, and then you would have needed to edit the logos out.
