You may have gotten a moderator whose first order of business is to check the histogram. Blown out highlights. Also, while it's seldom if ever a reason for rejection, Adobe states that submitted images should have an sRGB color profile. This image is lacking a profile.

Good. It may have been removed during upload. No problem. As I mentioned, I've never seen it being a reason for rejection.

@Abambo Ah. Then would it have made a difference if I had copied and then pasted the image into Photoshop, compared to actually downloading it?

You are free to make corrections and resubmit. You would not be spamming.
I believe the highlights might be the reason for refusal.
If my memory serves me correctly, if you have incorrect color mode the file will not upload.

Correct also the noise in the shadow areas, and check the eyes. The eyes should really be rund, if you pretend this to be a 3d rendering.
Any refused asset can be corrected and submitted again. For some refusals, like IP, I had 3 or 4 iterations, until I found the culprit. You should not simply send in again 50 refused assets without correcting the errors. that would be spamming.

Yes, you can resubmit. I've had well over 100 images accepted that were originally rejected. Most were assets that I submitted when I first became a contributor. Rejections now are rare, but they still happen. When they do, I attribute it to editing fatigue. Anymore, I tend to edit images one day, then give them a quick review the next day before submitting. Also, while we always stress the importance of viewing images at 100% or more, such magnifications may point out the small issues but can overlook the obvious ones when an image is viewed on screen in its entirely.
Anyway, it was pointed out that the eyes could be more round. I think more prominent catch lights might also help. Nothing too exaggerated, but just enough so that the eyes pop a little more.

Quality issues? You should always tell us the refusal reason. Ad it is not a photo. Either it is a 3d rendering or it is a generative AI file. You should tell us that too.
