I submited the image 16:9 like this
here it is in 3:2 and in color before the B&W edit in lightroom
Black and white conversions are not accepted, and you would have needed a model release for the man on the sidewalk.

thank you, i did not know that B&W conversions are not accepted, it doesn't say that in the quality guidlines anywhere. the man on the side walk is very pixelated if you zoom into his face, I thought you only needed model release if he was identifiable.

It does say that in the guidelines. But a refusal is no problem. We all learned by refusals. The “Dining” flag would earn you an IP refusal, as would the logos on the cars. And I'm sorry, but the young man with the phone is recognizable. I suppose that Adobe would like to be on the secure side, so they would ask for a model release.
I also have the impression, that the colour picture is underexposed and soft on focus.

The standard regarding model releases is that if a person could be expected to recognize himself in an image, you need a model release. This man would certainly spot himself in this image.

Do: Straighten horizon lines where appropriate.
Do: Adjust levels, curves, or brightness/contrast to ensure the best tonal range.
Don’t: Aggressively lighten shadows as this can introduce noise.
Don’t: Convert your image to black & white or duotone. Buyers want the maximum flexibility provided by the full color image.
Do: Reduce noise if necessary—but don't overdo it, as you could create a soft image.
Do: Get to know sharpen tools and use them carefully—too much sharpening can bring out noise and unwanted texture.
If you're relatively new at Adobe Stock, it's worthwhile rereading the Help pages. I know I studied them a LOT when I was starting out.

thank you again, I am pretty new, I was studying this page https://helpx.adobe.com/stock/contributor/help/quality-and-technical-issues.html because its linked when they reject the image,the one you linked makes more sense. as to why my things are getting rejected.
