If you're referring to your Adobe Stock Contributor Account, there is nothing to transfer as nothing resides on your computer. It's all web-based.

Like @Jill_C stated, the contributor account does not reside on your PC. If you are talking about other software (like Photoshop and Lightroom Classic, Illustrator, or any other program being part of the Creative Cloud environment), you need to know that you can install the programs on any computer you like. You are entitled to have two concurrent activations. If you activate on a third computer, you need to disable one of the two others. This is managed transparently by the system, so you effectively do not to act preemptively. You can, however, manually disable a computer, if you like, beforehand. 

 

What the data concerns, all depends on what program and where you have stored your data. The most complex is probably Lightroom Classic (even if it is easy, you must understand the workflow). Other programs may or may not be complex, depending on your workflow. The easiest is, to mirror the disk/data structure of the source computer. But occasionally, it is worth improving the data structures by reorganizing the data source paths. To do so, you need, however, to know how the programs work and access the data.
