How to export to JPEG without tonal gradient artifacts?

When I export an image that has smooth tonal gradients on it to JPEG, no matter what from it is being exported (Darktable, GIMP) it always produces horrible artifacts. See the example attached.
TIFF picture looks pretty much OK, but JPEG shows artifacts that are very far from being smooth as much as on the TIFF one.
PNG file is as good as TIFF, but JPEG, even if the lowest possible compression is used -- is just unacceptably awful.
Is there any way to make it any better in JPEG for this type of images?
