I created a new PayPal account and my friend sent me a payment of money, but it was held for 21 days. However, you tell me that if this money comes from profitable sites, it is not held. When we send a payment of money from the Adobe site to a new PayPal account, does it remain held or will it arrive in my balance without a hold on the amount? Thanks everyone

Banking regulations vary by region and banks.

 

Typically, my bank places received funds on hold if I do not have sufficient funds in my account to cover the amount.  When sufficient funds are in my account,  the hold is not required.

 

However, what works for me in the United States may not work the same for you in your region.  Ask PayPal in your region what their holding policies are.

I think that PayPal has different processes in different countries. Here in the U.S. PayPal never places a hold on incoming funds.

I've never experienced a hold after sending a request to Adobe for payment. Funds arrive to my PayPal account within 10 business days and I can transfer the amount received to my bank account immediately. PayPal states that they may hold funds if one receives payment from an unknown source, so perhaps that is what happened with your friend.
