In addition to being underexposed it's possible there was not enough depth for this photo. There seem to be a  lack of contrast. You can take photos at any time of day, weather or season but you must pay attention to exposure. Utilize manual adjustments and pay attention to the parameter indicators.

The photo is underexposed, too soft and too drab.

Among other things, it's underexposed and lacks sufficient color saturation.  Taking photos on a cloudy day is not ideal for many reasons.
