Can someone explain why this photo was rejected due to INTELLECTUAL PROPERTY RIGHTS REFUSAL

Always look at jackets, shoes, and caps. There are usually hidden logos.

After editing those out and checking also the other individuals, you can resubmit. I doubt that a model release is required.

There seem to be one on the skateboard. After making these editing, look for color fringing.

You have recognizable people in your image; unless you obtained a model release from them, or can edit or crop them out of the image, you will not be able to commercialize it.

The 2 men, seen from behind, are not identifiable since we don't see any part of their faces. In the first image, the couple in profile on the right side is identifiable. You can edit and resubmit images, just don't resubmit previously rejected images without having re-edited them, which is considered spamming and can get your account blocked.
