Is this person identifiable?

Took a picture of a random guy sitting at a train station in Italy. He is wearing shades, has no visible tatoos and part of his face is covered by a hand. Now it got flagged and a release is required. My question however is if this person is actually identifiable? What about the second version, where I removed the earring, added some hair as well as facial hair, is he still considered identifiable? I'm new to this, so be gentle thx

Yes, without question he is 100% identifiable and a release is required for this image. The question isn't if you recognize this guy..the question is would he recognize himself. The answer is an definite yes.
