Recently returned from a trip and I have a nice photo to offer for the Adobe app loading screen. Please tell me where I can write for this?

I assume that Adobe selects images to use throughout their apps and systems from the more than 370 million assets in their Stock database which you can peruse here:

https://stock.adobe.com/search?search_type=usertyped

 

As @kglad indicated, you can become a stock contributor,, though I know of no way of specifically bringing a particular asset to Adobe's attention.

If you mean the splash screen of Adobe applications, they get mostly sourced from Behance. There is no known method to postulate for this.

I think you must be invited by Adobe's engineers to submit artwork that's used in apps.  And the artwork would have to meet that app's technical specifications (height, width, filesize & format).  This probably varies by app.

Currently I already have like 30 photos selling on Adobe Stock, hope someone from Adobe will see my pics and take some for a splash screens!

Pictures for the splash screen are not sourced from Adobr stock. But Adobe selects some assets for the stock showcase. However, you cannot submit pictures for that. Adobe selects them on their own.
