Photoshop templates on adobe stock...

My question is short and simple,
"who can publish and sell Photoshop templates in Adobe stock?"

obviously, many of Adobe contributors checked the page and couldn't find any answers to that maybe there are other discussions here but I couldn't find any that's why I made this topic. Is it possible for any contributor to make photoshop templates and sell it on Adobe stock? and if not yet, when it will be open for creators to make their own templates and sell it on the platform. if not for good then what is the reason.

Another reason I posted this topic here not in "Contact us" is because maybe someone here can give me the answer quicker than the support team (no offense to Adobe support team you are great )
