The cat image is somewhat underexposed and shows some noise. Additionally, there are already millions of cat photos in the database, so the chance that yours will ever be seen or sold is quite low.
The leaf photo is underexposed in the shadows, but also has a blownout area. Nothing is in focus, and the image lacks commercial appeal.
Yes, you can resubmit images after Re-editing them to deal with the technical issues.
