Rejected for technical reasons

Greetings to all. I uploaded two photos, one of them was accepted, and another similar one was rejected for technical reasons. What is the difference between them and why the second photo was rejected for technical reasons, although technically they are similar, they were taken in the same place with similar shooting parameters.
