They cannot be deleted and will remain visible on the "Not Accepted" section of the "Uploaded Files" in your Dashboard. Adobe Stock needs to keep track of your acceptance rate as well as previously rejected images.

In addition to what @Jill_C said: The images are not stored full frame, but only in miniature. If you start spamming the account, Adobe will see that and for all other cases: I use them to look into my failures and to correct what went wrong...
