You can't. It's not your choice. The Premium Collection is by Adobe's invitation, probably based on artist's reputation and proven sales history.

Meanwhile, check out the Stock Bonus Program below. Adobe Stock offers nice perks to their top selling Contributors.

Over time, we may be expanding or differentiating these collections — we’ll keep you up to date in our Contributor newsletters and notifications.   I've never seen an explanation of what qualifies one to be a contributor of premium images. I suppose Adobe Stock somehow identifies top-selling Contributors to be part of the program, but I really don't know.
