Technical Issue - Please suggest why ?

Can somebody help me realize why this photograph was rejected? They mention it was a technical issue.

No details, washed out "colours", not sharp, the foreground is underexposed, and the sky is overexposed:

(blue=underexposed clips to black, red=overexposed clips to white)

The photo exhibits poor dynamic range - blown out sky with underexposed foreground; additionally it seems to have soft focus. This type of scene can be captured more effectively if you use the Auto-Bracketing feature of your camera and take multiple exposure which can then be blended in LR or PS.
