The submission limit is set for each account based on parameters that haven't been revealed to us. It could have to do with rejection rate, sales activity, account age, etc. We really don't know, and Adobe is silent on this subject. So, you'll just have to check back on your account daily to see if any more slots have been opened up.

It's a new rule. When some of your pending files have been reviewed, you'll be able to submit more assets. You did not mention how long you have been unable to submit more assets, but reviews can take up to 8 weeks following submission.

The submission limit is a moving target, and can change over the time. Adobe handles that with a magic formula, and does not give much details about that, probably to avoid that we contributors are circumventing their limits one way or another.

But it is not true that "a few days ago" you did not have a limit. You just did not reach that limit.
