As you are not very communicative on the real rejection reason, here are my reasons I would select for rejecting the picture above:
missing model release (Joan’s)
white balance (Ricky’s — the skin and the eyes are greenish)
and the signature — for stock you should not add your signature.
Jacquelin’s remarks have their merit. A stock buyer may prefer to select his crop, but the picture is nicely cropped and the buyer’s needs can be met with different pictures of the same model. My point when selecting stock images is always driven by my needs. Space left, space right, closer cropping wider cropping, face, full body... You should allow for all those positions and situations and a potential buyer may choose one picture out of the range.

That's a very beautiful photo, however I prefer the photo be centered, so that the entire head is included in the picture. By this I mean, the top hair and right hair should be included. That allows for better flexibility of the image. Most people might want an entire head as against a cropped head. As Joan highlight we are better able to help you with the specifics if you state the reason for rejection.
Hello 8A_Photograph, This is a lovely young woman and a good photograph. Did you send a model release with it when you submitted it? That would be the first reason for rejection if you did not send the release. Please let me know the exact reason given for rejection. There are a few ways to improve the photograph but that is not part of this discussion until we know the reason for rejection. Kind regards, JH
