So, why do you think that my assessment is not correct? “Quality issues” refusal is quite generic, and just says that you have some issues with how your picture is built, but you have (probably) not IP problems or some other issues. However, as moderators refuse on the first error they see, you may have multiple issues. IP is here not a concern. Incidentally: you didn't confirm the rejection reason, and my crystal ball is in maintenance mode.
I strongly suggest you look at this:

I made spots of somewhat varying colors as an artistic decision.

I would consider a single spot a different colour than all the others an error.
I am frustrated because the jpeg preview seems like a black box that I can't access information about. And I'm reluctant to uncheck the preview box just to find out in days or longer that it was some other not really explained issue.

I have no idea what that means, however, Adobe creates own previews from the vector asset as JPEG and PNG (where appropriate).
I think I may have to just get Illustrator for a month to process my 100 or so current vectors.

The tool you use is irrelevant, even that Adobe has for sure a preference for Illustrator. 😉
