Technical:

• Low key - the exposure is not equilibrated.
• Black&White.
• Noise
• artefacts
• out of focus

IP:

• logos

Thank you. It is not an old picture but I understand and can see the logos

If it's not an old picture, you should not go for this look. It will always lead to a refusal.

As a side note: If it is an old picture, you need to find a different place to offer it.

The focus looks a bit soft, and there is quite a bit of noise as well.  I understand if you were going for a "grainy film" look, but they seem to not like that from their stock contributors.

Simple: Clean colour pictures can be modified by the customer to their gusto. This picture cannot be reverted to a clean one...

In addition to what has already been said, there are also birds in the sky that look like dust spots. They need to be removed.
