If it's not an old picture, you should not go for this look. It will always lead to a refusal.
As a side note: If it is an old picture, you need to find a different place to offer it.

The focus looks a bit soft, and there is quite a bit of noise as well. I understand if you were going for a "grainy film" look, but they seem to not like that from their stock contributors.

Simple: Clean colour pictures can be modified by the customer to their gusto. This picture cannot be reverted to a clean one...
