Tell us the rejection reason. At first sight, it may be Quality, but it may also be IP.

Fo quality you should post the image as uploaded to stock instead of a size reduced picture. But even on your size reduced picture, I can see artefacts, that trigger a quality issue.

 

In addition, you have a framing issue. You should not cut off the top of the buildings like that.
