Though you didn't state the rejection reason, this is definitely an IP violation. Info on this help page:

"For example, the Eiffel Tower was built in 1889, but the light installation was added in 1985. A photograph of the tower in daylight doesn’t require a release, but a nighttime photo featuring the light installation needs a release."

This is one of the clearest IP violations I've seen. The Eiffel Tower by night is copyright protected. In addition you also have multiple Quality issues.

 

You should tell us the rejection reason, however.

LATEST

IP violation. Lighting of the Eifel Tower is protected. The phooto is overexposed which caused star trails and loss of details in the highlights.
