Will I be penalized in review if I upload low quality?
I only upload illustrations that I personally draw. I think that I put my heart into them and that they are of good quality. They are usually approved within a few hours, or even the next day.
The approval rate is also high because out of 2,700, only about 30 were rejected because they were uploaded without much knowledge in the beginning.
But recently, I've noticed that once I upload a low-quality image, it won't be reviewed for about 20 days. Then, I usually delete that image.

I upload pictures once every three days, but I think the low quality of the pictures is preventing them from being reviewed.
Until last month, whenever I uploaded my drawings with sincerity and consistency, they were almost always approved the next day. Is it just a feeling that if you upload a low-quality drawing, you get a penalty in review? Is it true?

I'm sorry, but that does not make any sense to me. How will the reviewer know if it is a low quallity asset without first reviewing it. 30 refusals from 2700 assets is remarkable!
We have no way of knowing how assets are chosen for review.

What is the difference between good and low quality?

"They are usually approved within a few hours, or even the next day" - you have been very lucky indeed ...!

Firstly, you shouldn't be submitting any assets if you already know they are low quality. Adobe does not presort submissions into "good quality" and "low quality" queues. All assets are reviewed by a human being, and those Moderators are the ones who decide if the quality requirements have been met. It is not unusual for assets to wait for review for weeks or even months, but that waiting time has nothing to do with the quality. It has to do with the Moderators' workload and how many other millions of assets are in the queue.
