Here is the criteria for requesting payment as a Stock Contributor.  I wonder if your account is 45 or more days old?  If it's not 45 days old, you won't be able to withdraw money yet.

As a new contributor, you will need to wait for 45 days after the first sale. In addition you need to submit the tax form. All three conditions need to be fulfilled.

December 18th was only 38 days ago. The payout button will probably no longer be grayed out a week from today, assuming that you have properly submitted your tax form.

Here are the conditions that must be met:

Once you’ve accrued more than US$25 in royalties on Adobe Stock, you can request a payout as long as the following criteria is met:

  • You've got a validated tax form on file in your account.

  • At least 45 days have passed since your first Adobe Stock sale. (You can make subsequent payment requests when you reach the US$25 threshold again).

  • You've got a valid PayPal, Payoneer, or Skrill account available to receive funds.

You asked that question before and the answer is still the same.

There are 3 conditions to get a payout:

  • Your first sale needs to be more than 45 days ago.
  • You need to have at least $25 on your account.
  • You need to have filled out and gotten approved your tax form.

With those conditions fulfilled, the payout button gets enabled and you can request the payout.

I started selling on December 18, 2023, which means I have to wait another
45 days to withdraw the money, which is around February 1, 2024, right? And
this kind of tax form is ok, right? Assuming I've already withdrawn money
for the first time. Next time will I have to wait 45 days like this? For
example, next time sales start on March 1, 2024, do I have to wait another
45 days before I can withdraw money? thank you very much

No, you only need to wait the first time 45 days. The next time, you can withdraw money as soon as you reach the threshold.

The tax form is OK, when it is deposited in your account and validated by Adobe. https://helpx.adobe.com/stock/contributor/help/Contributor-tax-FAQ.html
