Just came accross a site https://www.ukposters.co.uk

displaying my whole Adobe contributor photography is this site legit like a partner site to adobe or is it stealing?

Why do you ask if it is stealing? Your name is shown and when it is clicked all of your portfolio is shown.

Long story but I have a stalker that reports steals reuploads my photography and art to sites he has for the past 4years.

Read the Stock Contributor Agreement section that describes the API agreements that Adobe has entered into with partners. You receive your royalty when a sale occurs in such sites.

When they make a print-on-demand sale for one of your assets, you receive your royalty fees the same as usual.  

Partner sites are a path to reaching more potential customers.
