I'm interested in purchasing a video from adobe stock but I want to check if it can be used commercially. It says the licence type is enhanced so does this mean it can be edited and used for a commercial website?

All stock items can be used commercially, that's one reason for using stock. So yes, you can edit the video and put it on your website.

Look here for more information on licensing: https://community.adobe.com/t5/stock/links-for-licensing-terms/td-p/11366788
(Disclaimer: As always with licensing, this is my interpretation of the rules. I think they are correct and advice is based on reading and interpreting the licence terms and on fair use for both the buyer and the artist/stock company, but I cannot rule out that my interpretation is wrong. I'm not an Adobe employee).

Except for Illustrative Editorial, these still exist as standard licenses. FYI

You'r correct. I missed those. Illustrative Editorial are limited in use and modifications, as layed out in the licensing terms.
