Buying a plan oustide US

Hello. I am trying to buy a plan for Stock images but it requires a US state and zip code. Is it possible to buy a plan outside the US please?

Is your credit card a US one? It should be possible for Malta to buy a stock plan.

It's a mastercard. The problem occurs when it asks me for the address. Only us states are available. I also tried with PayPal but no luck.
