Can I use an Adobe stock background in my photo of mens accessories which I subsequently upload to stock sites (not just adobe's) ??

No. That's not a permitted use of Adobe stock, and Adobe insists you have full rights (ownership or signed releases) for everything you contribute to their site.

Does buying any further rights from adobe allow me to use it ? Can I use it on an instagram page ?
