I'd like to use a stock image as an NFT (digital art), I would only use the image for one NFT not many. I would add a few words to the image, nothing in bad taste or disrespectful.
Am I allowed to do this if I get an Extended License for $79.99? I believe I am but I just want to make sure.

You need to check the licence terms and if you don't know conclusively that you can do that, you will need to check with an IP lawyer. Adobe points you to the licensing terms, as those are the legally binding documents. However, IMHO, I doubt that anyone will buy your piece of art, as there is no added value to this.
