File Won't Open AI 135980533

Attempting open Stock file # 135980533 without success. I have downloaded the file several times, logging on and off, clearing cache, using different browsers, different computers, directly via the Library panel in AI etc.... no success.

I get the following error from AI>

Additionally when I do get a version open (partially) the entire file is not present - looks more like a preview

Here is what is shown in Stock website:

This is what it looks like when finally opened in AI (basically ignoring the error) ... the entire file is not loaded and available.

Can I either get a correct file or credit?
