Is there a way to view images that you have downloaded in the past and to redownload them from the Adobe Stock website?

    Yes, you can view and redownload the already downloaded assets from the "license history". Please see the screenshot below:

    As long as the file/asset is still available on the Adobe Stock website you would be able to download it.

    You can, however if for some reason a contributor decides to remove an asset you licensed the asset will no longer be available for download. This does happen occasionally.

    Is there a way to export this list of users who downloaded images to CSV?

    I am not sure what you are asking for here. If you are a contributor then the answer is no. If you are an individual subscriber you can see your downloads under your license history.
