Free Stock Standard License Only?

Hello.

I know for stock items you need extended license for reuse on commercial items (shirts etc.), but with the free options that are available, only a standard license is offered? Are the freebies covered for extended license as well? I've searched and it's very ambigious as to what is available as far as license for the newly added images,vectors etc. Basically, can the free items be used for commercial use with the standeard license?
