Posting here is not the way to cancel your Stock subscription. Here are the instructions:

It seems that you might have other Adobe product subscriptions as well. Go to your creative cloud page to confirm the status of your subscriptions.

There are no "random" charges. As I suggested, go to your creativecloud account to see what other services or products you are subscribed to. Do you have other Adobe accounts using other emails addresses?

Hello @wesm69008715 - I'm seeing that you've subscribed to a Creative Cloud All Apps plan and should be charged $29.99 + tax monthly. Please reach out to customer support team directly in order to resolve the issue.

Are the deductions done the same day? Sometimes, by taking a plan you tick an other option to get a temporary promotional package and you forget about that afterwards.
Check here: https://account.adobe.com/plans
You will see the plans that are under your account.
I would also check here: https://account.adobe.com/orders to check what orders and invoices you get.
If you do not see that charge or a plan for this, there is still the possibility of a second account, even if you rule that out. Customer support should be able to match your credit card to the plans, they are quite good at finding back lost accounts with the correct information.
If you really can't advance and you are sure about your shot, talk to your bank to see what your options are.
