I have an Adobe team account with two users (including me). Currently, when the other team member needs an enhanced license for a stock asset, I purchase the asset on her behalf because she is unable to make the purchase from her account. I want the team member to be able to purchase enhanced stock licenses directly using the team account's billing. How do I set that up?

What stock plan do you have? If you have a stock plan attached to your Teams account, all admins, and users having a plan assigned have access to this plan. But licences are as of my knowledge standard licences. It may be that with the recent changes, however, Adobe did also add video or extended licences and premium images. So if your Teams member has no plan assigned, they need to be administrator to be able to licence the assets.
Enhanced licences are, as of my knowledge, available for Creative Cloud Pro subscriptions. There is no numerical limit on how many assets can be licenced, but I doubt that the assets can be shared with other non-pro users, as there are special terms to this subscription.

Sorry, I should have said "extended" licenses, not "enhanced".
We have no asset plan. As far as I can tell, the asset plans appear to be for standard licenses only. I'm simply paying for extended license assets one-at-a-time on an as needed basis. I can't find any information about plans for extended licenses.
I did not consider making the other team member an admin. That's not an ideal solution, but that may be the best solution available. We'll give it a try next week and see if it works. Thanks for the idea, I'll report back with the results.
