Inappropriate image under safe search

When searching for 'Sleep' images, with SafeSearch turned on, I came across a disturbing image of a deceased dog in snow. Am I wrong in thinking this is extremely inappropriate, not only to my search but to be marked as 'Safe'?

 

I think it's sickening, personally, and not something I expected nor wanted to see.

 

The image file number is 138001659.
