I don't know what you mean by "advertising led to punt on the road". Can you explain further?

I suppose you mean a roadside billboard advertisement? I think you need an enhanced license if you expect the views to extend beyond 500,000 impressions.

Yes. The "print or view" run needs to be less than 500k.

As you do not count the viewers, you need to do a honest estimation. (section 3.1 of the licencing terms)
