Newbi - trying to license a second image but it is trying to charge me $499!

I purchased the $29 per month Adobe Stock plan.  I was able to license my first image last month.  I am trying to license a 2nd image now (215291212) and it is trying to charge me$299 for a small image and $499 for a large image! 

Why is this image not free like my first one was?

I see you have an Adobe account under the same ID as with forums.

The file ID which you have shared above(215291212) is a premium image and can be licensed on-demand or by using credit from the credit packs (that is the reason it tries to charge an amount of $499). You can only purchase standard assets through the subscription plans.
