If I buy a video license today in my name with intention to use that video on the website of a startup that is not yet officially founded, will the license automatically transfer to the startup? or do I have to take any step to transfer it?

To give you another very common example, a web designer purchases images/videos for use on a client's website.   At completion, the website  becomes the client's responsibility.  So you don't need to do anything.

You will have to transfer the license:

    Transfer an Adobe product license

Yes this was a Adobe Stock question.

I ended up by calling Adobe support, got moved around between multiple persons... for getting a fuzzy answer that I cannot exploit...

I believe though that the startup will be able to use it as an employer can use a  photo licensed by an employee in its own name...
