If there is a problem with the asset you purchased, then yes. But if you just decided you or someone on your team didn't like it, then most likely no. That's what the previews are for.

If the asset is faulty, yes. If you consistently licence the wrong asset, no. In general all license buys are permanent and definitive. Be careful when licensing Premium assets. They cost a fortune.
