I pay for stock with Adobe and get access to Epidemic sound - but does that include sound fxs?

No, unfortunately those are not available on Adobe stock.

It is completely nuts that there is no partnership between Adobe and a stock audio library to provide sound effects. The "freebie" files Adobe supplies is a pooooor substitute.

We do not know the reasons, why those are not included. You will need a different source for those types of assets.
