You do not purchase images from Adobe Stock; you license them for use in accordance with the License Agreement and pay a royalty to the image owner. It's important to understand the license agreement to be sure that you do not violate the original creator's copyright. @jane-e  Has provided a link to the License Agreement.

Hi, I would like to sell products on Teachers Pay Teachers using adobe images but I do not know what they guidelines are. Do I have to purchase the images that I use in my products for commerical use? How does this work?

You can't resell assets from Adobe stock.

adobe doesn't care. the image owner may care.
