Transfer license for client

I can post a video that includes Adobe Stock audio tracks to YouTube. Each licensed track comes with a license validation code. When you post a video with Adobe Stock audio tracks, you may receive a YouTube copyright claim. You must submit an Adobe Stock license code for every licensed track.

 

Is this mean that I need transfer license for the client? 

 

And what that, do I need pay for asset again ?

No, you do not need to transfer the licence to the customer, if the customer receives your video, and not the sources to your video. You need however to make sure that the customer is aware of any licence restrictions if there are any. And you can transfer the licence codes to the client so that they can handle copyright claims, or you handle the claims for the client. Very often, a third-party handles those accounts for the client.
