Vector file is a raster image

I licensed the stock image Weltkarte in Hammer-Projektion - image | Adobe Stock  which is labelled as a vector file according to my search settings only to find that it was a raster image inside an AI file.  Can I get the license refunded?

    I've had this problem a few times now. In fact that's what drove me here this evening! Please, Adobe, the quality control of the stock images is just atrocious.
