Clone stamp tool causes artifacts with passthrough paint layer in SP 7.4.2 and above

This used to be a discussion, but I want to make an official bug report after testing things and explaining my findings.

After update 7.4.1 (7.4.2 and above) there is a bug that causes artifacts on the clone stamp tool when using it with a paint layer set to passthrough. the bug happens specifically on the height/normal map
