Team Projects wants me to add footage repeatedly

For some reason, Premiere Pro wants me to commit footage repeatedly, although I have already committed those clips right at the beginning. Can someone explain why this is the case? Does this have anything to do with my local footage references? I am using an external hard drive.

Due to constant problems, this is very unsettling and we don't know if we want to continue with the team project at all.

I wish Premiere Pro showed exactly what was changed and why it must be published.
