If you only need the outlined text in a resulting PDF, you can create a Transparency Flattener preset, which will convert the text to outlines in the PDF only (leaving your InDesign text as text). Edit > Transparency Flattener Presets > [choose existing set] > Edit. In the box, select Convert All Text to Outlines (choose other settings as well). When exporting to PDF, choose Acrobat 4 (which requires flattening) and under the Advanced pane, choose your new Flattener Preset. This only works if the page with the text you need outlined has transparency, so be sure to have something that is either a transparent object or even that has a drop shadow. If you don't have anything, make a box that is 0% or 1% opaque and put it on the pasteboard (make sure it just barely touches the edge of the page). If not all pages have transparency, you can put this item on a master page (or pages) to be sure all pages have transparency.
