I doubt it's has anything to do with overheating. Try to toggle different options for Decoding in Preferences > Media... Also, make sure you are using studio GPU driver, and not gameready one

Yes, my tool is Windows only. There are some paid Deflicker plugins for Premiere, but for your case (very slow rolling bands) I 've seen only one that *theoretically* may help ... and it's not one button tool - there still trial & error included: https://www.youtube.com/watch?v=rqy3IIlM2NQ

1) It's not *grainy*, it's blockiness, the result of poor compression. 2) There is no such thing as *normal size*, it'd sized exactly as commanded during export. As to alleged degradation - most likely you just misinterpreted things. What actually going on hard to tell, more info needed.

It looks like a display vsync issue. Go to GPU driver control panel and try to toggle it (on/off depending in what state it currently is)

Some suggestions: 1) Turn off NVidia MPO (Multiplane Overlay) https://nvidia.custhelp.com/app/answers/detail/a_id/5157 2) Turn off HAGS (Hardware-Accelerated GPU Scheduling) in driver control panel 3) Turn off G-Sync/Variable framerate 4) Try to limit GPU-power consumption while working in PPro. Just guessing here - weak/degraded because of age Power Supply could be a reason of BSODs too

Actually those rolling bands are moving, just very slowly. Absent special plugin I can only suggest masking in combo with keyframes. As to deflicker plugins, DE:Flicker v2 from REVisionFX is supposed to help with this particular issue, but I have not tried it, and dunno if it worth the money.

What are the sources, are they fom webcam, phone, screenrecording? If so the likely reason is VFR (variable framerate). Options to try: 1) Turn off hw-accelerated decoding (Preferences > Media) 2) Transcode the sources into CFR (constant framerate). 3) Retime the source file FPS without transcoding.

You can only do that at the keyframe position. The GOP ('group of pictures') length typically varies in range of 0.5-10sec, hence the varience in chunk lenghts.

Since it's now marked as 'obsolete', there is non-existent chances of it being GPU-accelerated. In your case (The effect in question is the last in render que) optimal solution would be just split the job to 2-stage process: 1 - export fast with all the effects except D&S; 2 - re-import and apply the D&S

Likely that much slowdown is not because Dust&Scatches is itself so slow, but bc of the combination with other filters. Probably addition of it turns whole render que in the Software mode. My pretty outdated Ryzen 1700 system is able to run this filter in realtime at 1080p resolution. Did you try how it works outside of the main project, with same file but without any other effects?

Without any sample it's hard to tell what can help. Probably some noise reduction tools (not in AdobePP thou). Or maybe some selective masking (by luma level, etc)
