Launch Pr from a shortcut (Dock, Launchpad, Desktop) while holding down the Shift+Opt keys. Opt resets prefs and Shift clears plugin cache.
Keep the keys pressed until the main program window appears.
Before trying to open any project or starting a new one, go to Preferences>Media Cache and delete *all* your media cache files.
Now try opening a project or starting a new one.

If you haven't done so already, please compare the export settings for a TIFF image sequence out of Max in 2023 vs 2022. It's likely Autodesk added features or properties to their TIFF export for 2023 and any change, no matter how small, may be enough for Pr to mishandle the files.

I recommend that one of the first things one should try when moving a working project between versions and/or platforms, and the project suddenly stops working, is to create a new, empty project and import the old one into it. You imported a sequence into a new project and got it mostly working, but this may need the whole project imported.

AVCHD 1080i footage from a Sony NX5U works properly frame-by-frame with a clip time-reversed.
Exporting that AVCHD footage to MXF Op1a and reimporting it into Pr, then time reversing it, produces the effect you described. So it's definitely codec specific and happens on my Intel Mac.

And a further thought: that back-and-forth effect usually is a result of Pr or you mis-interpreting the field order. So you've got upper field first video in a bottom field first sequence or vice-versa, along with single-field display set in the program monitor.

If the image of the guy in the colorful shirt is a 4K image from the C300, then what it looks like to me is that you have intentionally or unintentionally tried to downscale that image at some point in the edit. If you chose "scale to frame size" instead of "set to frame size" before adding that image back into your 4K sequence, then you'd get the result you've shown us. Scale to frame size rasterizes the image to the new resolution while Set to frame size shrinks the image but keeps the original pixels available.

This is almost certainly due to the GPU and CPU being integrated into the same chip on the M1 Max. Premiere's video architecture has for so many years been built around the dedicated graphics card.
Adobe is pushing out updates to try to accommodate Apple's integrated graphics model in such a way that won't trash the program for the vast majority of users who rely on separate graphics adapters in their system. It's got to be a delicate balancing act, so all I can do is recommend patience. They will eventually get these glitches worked out. I hope.

You need to consider how to best deliver your finished slideshow video. Will you post it on YouTube/Vimeo/Instagram/Imgur?
Will you distribute it on a thumb drive?
Will you make a Blu-ray or DVD?
Will you play it from your laptop to a projector?
You don't need a sequence frame size that is as big as your hi-res photo frame size if you're not going to deliver 4K. And you need to know if your target audience can display the resolution that you choose to deliver.
The smaller the frame size and lower the frame rate that you can use, the less strain it puts on your system for editing and export.

Try exporting to a different format and codec. Say ProRes 422 or GoPro Cineform.
Start with just a portion of your sequence so as not to spend too much time on it. The goal is to see if you can get *anything* out of this project.

8 GB of RAM for what is essentially a 4K project is really a huge ask.
With that caveat in mind, how big is your hard drive and how much space is left on it?
Also, can you think of any obvious differences (camera, footage type, footage source, video length and so on) between the project that exported successfully and this one?

Make sure the drive to which you are exporting has plenty of space. I recommend at least 30% of capacity.

Are you looking at the location for the media cache *database* or th location of the media cache files?
I recommend leaving the database location at the default, even if you change the location of the media cache *files*.
